Congress ne BJP par “Two-Thirds Majority” ka taana maarte hue “One Nation, One Poll” par apna stance rakha hai.

New Delhi: Lok Sabha ne Tuesday ko do bills ko division vote ke through pass kiya, jo Constitution mein amendment propose karte hain taaki center aur states mein simultaneous elections ho sakein. Yeh measure BJP ke flagship “One Nation, One Election” agenda ka hissa hai.
Bills ko Parliament mein simple majority ke saath laya gaya, kyunki 269 MPs ne iske haq mein vote kiya, jabki 198 ne iske against vote diya. Lekin critics ne ispar question uthaye, yeh kehkar ki government ko bills pass karne ke liye required support nahi mil raha hai.
Congress MP Manickam Tagore ne X par kaha, “Two-thirds majority (307 votes) out of 461 required thi, par government sirf 269 votes la paayi, jabki opposition ne 198 votes kiya. Yeh dikhata hai ki ‘One Nation, One Election’ proposal ko required backing nahi mil raha hai.”
Congress leader Shashi Tharoor ne bhi is point ko raise kiya aur kaha ki government ke paas numbers ho sakte hain, lekin two-thirds majority unke liye mushkil hai. Unhone press conference mein kaha, “Yeh initiative aise aage nahi badh sakti.”
Constitution mein amendment ke liye do-thirds members ki support chahiye hoti hai. Is vote mein 461 members ne participate kiya tha, aur required votes 307 hone chahiye the, lekin sirf 269 MPs ne bill ko support kiya. Congress iss situation ka faida utha rahi hai, kyunki yeh dikhata hai ki proposal ko kaafi opposition mil raha hai.

Full strength House mein BJP ko 64 votes aur chahiye honge.
Bill ko joint committee ke paas bheja jaa sakta hai, jahan representation party ke Lok Sabha MPs ke numbers ke hisaab se hoga, aur BJP wahan dominate karegi.
Is beech, reports ke mutabik, BJP apne 20 se zyada MPs ko notice bhejegi jo session mein nahi aaye, jabki unko three-line whip ke through attendance zaroori thi.
Opposition’s Criticism of ONOP
Constitution (129th Amendment) Bill ko Law Minister Arjun Ram Meghwal ne introduce kiya tha. Lekin opposition ne is proposal ko kafi critique kiya.
Congress leader Manish Tewari, Samajwadi Party ke Dharmendra Yadav, TMC ke Kalyan Banerjee, aur DMK ke TR Baalu jaise leaders ne bhi is bill ko oppose kiya. Dusri parties, jaise Uddhav Thackeray ki Shiv Sena faction, Sharad Pawar ki NCP group, CPI(M), aur IUML ne bhi is move ke against apni awaaz uthayi.
Criticism ka main point yeh tha ki simultaneous elections se Constitution ka basic structure khatam ho sakta hai. DMK ke Baalu ne ₹10,000 crore ke naye EVMs ka cost point kiya aur government se request ki ki bill ko Joint Parliamentary Committee ke paas bheja jaye.
West Bengal CM Mamata Banerjee ne ise “anti-federal” aur “authoritarian move to undermine democracy” kaha.
Defence of BJP
In criticisms ke jawab mein Meghwal ne kaha ki yeh badlaav zaroori hai agar India ko electoral process ko effectively follow karna hai, jaise dusre countries apne poll procedures ko improve kar rahe hain. “Yeh reformation easy rolling aur proper harmonization ke goal ko meet karta hai. Yeh Constitution ke basic structure ko affect nahi karega,” unhone further explain kiya.
What is ‘One Nation, One Election’?
Yeh concept hai simultaneous Lok Sabha aur Assembly elections ka, taaki ek hi cycle mein voter apne central aur state representatives ko elect karein.
2024 ke hisaab se, kuch states jaise Andhra Pradesh, Odisha, aur Arunachal Pradesh hi Lok Sabha elections ke saath vote karte hain, jabki baaki staggered hote hain. Synchronization ke liye Constitution ke important provisions jaise Article 83, Article 85, Article 172, Article 174, aur Article 356 mein amendments ki zarurat hogi.
Legal and Structural Challenges
Legal experts warn karte hain ki agar required amendments nahi milti hain, toh initiative ko India’s federal framework ke violation ke roop mein challenge kiya ja sakta hai. Iske alawa, states, union territories, aur major political parties ke beech consensus banana zaroori hai, taaki proposal ko implement kiya ja sake.
